SonarSniffer fleet processing

Upload or point at a sonar file and dispatch parse_cli across the fleet. Linux GPU work prefers T440; Windows builds run on nautik9 with Dell (auto-discovered) as Windows overflow; cesarops2 / cesarops3 take Linux overflow.

Desktop download — v0.8.22

Windows installer ships SonarSniffer.exe (not only tauri-appsonarsniffer.exe). Prefer Start Menu / %LOCALAPPDATA%\SonarSniffer\SonarSniffer.exe over any old portable 0.77.5 copy.
